Union worked with the City of Dover, the Cochecho Waterfront Development Advisory Committee, and a team of consultants to create a vision for a city-owned waterfront parcel adjacent to the downtown. The result was a plan for several public improvements, including a new waterfront park, rowing dock, and network of streets.

The street network defines private development parcels that include a mix of residential, commercial, and restaurant uses. The plan is meant to maximize economic development opportunities while serving as a seamless, walkable extension of the city and capitalizes on its waterfront setting.

The focal point of the new waterfront park is a park amenity building (shown overlooking the rowing dock) that will include public restrooms, concessions, and covered outdoor seating. Union created several building character studies of the pavilion, one of which is shown here.
